Barely Got Paintool Sai

Although I am having quite a difficult time trying to open it.
I was wondering if I downloaded it incorrectly since it keeps saying it has trouble with the icon. Whenever I clicked the icon, a screen would pop up saying that it was having trouble with the administration. Even though it had a ton of options, I could not find the solution to open it.

I know I probably sound like a total airhead when I ask this but I really don't care, I just need answers and information when I ask:

"How do I use/open paint tool sai????"
